District Transportation Guidelines:  Section 8600 & 8600A 

Highlight from section 8600 regarding students with refugee backgrounds: 

1. The goal of the Oshkosh Area School District (OASD) is to support students with refugee background (SRBs) and their families in establishing and finding safe and reliable transportation to and from school.
    
2. Students with refugee background are eligible for district-provided transportation under special services when bussing to and from school is not normally provided.  The SRB must meet the following criteria:
    
   1. Refugee status is documented with the OASD.
       
   2. Date of arrival in the United States is within the last five years.
       
   3. Limited or no access to reliable and safe transportation for the family/household.
       
   4. SRB is working towards proficiency in navigating public transportation.
       
   5. SRB is working towards proficiency in navigating to and from school by bike or walking.

OASD ESOL was one of 6 districts nationwide chosen to participate in this CCSSO study of district supports for newcomer students

UNHCR defines a refugee as “a person who is outside his or her country of nationality or habitual residence; has a well-founded fear of being persecuted because of his or her race, religion, nationality, membership of a particular social group or political opinion; and is unable or unwilling to avail him— or herself of the protection of that country, or to return there, for fear of persecution” 

The Oshkosh Area School District has always welcomed students with refugee backgrounds (SRBs).  OASD ESOL staff, specialized SRB support staff, classroom teachers & assistants, and pupil services, provide a nurturing, learning environment for students with refugee backgrounds as well as professional development for school staff to ensure successful student pathways.  See Chapter 12 of the ESOL Program Plan for additional information.

Refugee Youth Mentor Program

The Refugee Youth Mentor Program helps OASD students with refugee backgrounds achieve personal goals related to their education or career, develop a sense of connectedness, minimize isolation, and foster increased resilience through OASD staff mentorship. The program is grant funded through the Department of Children and Families and Oshkosh Area United Way.
